Providing expert advice on the modelling and monitoring of atmospheric dispersion processes, you'll play a key role in SEPA's mission to protect the Scottish environment for generations to come. Focussing particularly on improving Air Quality information to the public, you'll consider physical processes as well as elements of atmospheric chemistry.
You'll provide modelling, monitoring and analysis of atmospheric processes in support of investigations and projects. We'll expect you to work with colleagues to proactively develop tools, methods, documentation and procedures to ensure even better results. SEPA receives modelling and monitoring reports in support of applications to discharge waste to atmosphere. You'll comprehensively assess those reports - from the scientific methods used through to key assumptions and risks.
Whether writing reports, delivering presentations or influencing and leading change, you'll need to demonstrate excellent communication skills and innovative thought. Ideally qualified to postgraduate level in a relevant subject, your knowledge spans meteorological processes and instrumentation, key concepts in atmospheric chemistry, computer programming, data analysis and visualisation and methods for assessing waste discharge to air. The ability to apply analytical and numerical models and process data to achieve practical outcomes within these fields is essential. TASKS:
Support the development of documented and agreed user requirements, service
data requirements and service specifications in the context of Oceanography
and Marine Meteorology.
Particular activities are
* Support the conduct of analyses or studies to make assessments and

Qualifications and Experience

Essential Skills
* Experience in the collection, formulation and documentation of user
and technical requirements for space based applications in Oceanography
and/or Marine Meteorology;
* Knowledge of the operational applications in Oceanography and/or
Marine Meteorology, their benefits, their current set-ups and state of the
art and related future expectations.
Desirable Skills
* Experience in one or more of the following will be considered as an
advantage:
* Knowledge of requirements management processes and standards;
* Knowledge of requirements management tools, e.g. DOORS.
* The consultant shall have excellent personal communication skills
(oral and writing) to interact e.g. with the Marine data
science/user/producer Community and with EUMETSAT teams responsible for the
tasks.
* The consultant shall be a team worker.

Background information
Observations are fundamental to almost all the services the Met Office provides - as direct data and products; for initialising Numerical Weather Prediction (NWP) and other models; for verification of forecasts; as the basis for many weather/climate related consultancy services; and for providing fundamental underpinning of the Climate
Research programme.
There is an increasing demand for more observational data and new and innovative ways of meeting the customer requirements for data. There is also an increasing need to exploit and develop the expertise within the Programme to deliver direct business benefit (e.g. consultancy advice or designing and developing observational networks for other organisations).
The UK weather radar network underpins critical operational services provided by stakeholders, e.g. the public flood warning services provided by the Environment Agency of England and Wales, and the new Met Office Extreme Rainfall Alert Service. Increasingly, the data are also being used in NWP to assist in the forecasting of high-impact weather. The Radar Products Research and Development (R&D) Team is responsible for scientific development of radar products (principally rainfall and winds) to improve their quality, resolution and utility.
Specific job purpose
Manage a team of five scientists working on radar projects, including collaborations with the Environment Agency of England and Wales, and Universities.
Specific job responsibilities
? Lead and motivate team members to ensure they maintain and develop the skills and competencies to support the radar R&D Programme.
? Provide scientific direction to Radar product research and development, taking into account customer needs and opportunities.
? Provide expert technical and scientific advice to projects.
? Act as project executive for major development projects, assigning team members to projects and assisting project managers with day-to-day management of workflow and priorities.
? Actively promote the work of the team, (e.g. through publications in scientific literature) support the business programs in development of consultancy and other development opportunities.
? Maintain and develop collaborative partnerships with other government agencies and academic institutions.
Qualifications, skills and abilities required
Essential
? A degree in a physical science (2:1 or above).
? Evidence of scientific innovation and critical data analysis which has provided unique insight.
? A good understanding of the principles of remote sensing of the atmosphere.
? Experience of leading development of data processing systems.
? Evidence of effective oral and written communication skills, including peer reviewed scientific publications.
? Proven ability to develop and motivate a team.
? Experience of collaborative working with academic institutions, customers or stakeholders.
Desirable
? PhD in a relevant field, or equivalent post-graduate research experience.
? Knowledge of radar meteorology, cloud physics, or hydrology.
? Experience of scientific analysis of observational data.
? Experience of scientific team leadership.
Additional supplementary information
Observations R&D is responsible for the development of a wide range of in-situ and remote sensing systems. There may be opportunities to gain experience on a wide range of systems over time.
