Senior Specialist Scientist (Senior Meteorologist/Modeller) - Scottish Environment Protection Agency

Post ref: SS392968
Permanent
Salary: ?31,389

Providing expert advice on the modelling and monitoring of atmospheric dispersion processes, you'll play a key role in SEPA's mission to protect the Scottish environment for generations to come. Focussing particularly on improving Air Quality information to the public, you'll consider physical processes as well as elements of atmospheric chemistry.

You'll provide modelling, monitoring and analysis of atmospheric processes in support of investigations and projects. We'll expect you to work with colleagues to proactively develop tools, methods, documentation and procedures to ensure even better results. SEPA receives modelling and monitoring reports in support of applications to discharge waste to atmosphere. You'll comprehensively assess those reports - from the scientific methods used through to key assumptions and risks.

Whether writing reports, delivering presentations or influencing and leading change, you'll need to demonstrate excellent communication skills and innovative thought. Ideally qualified to postgraduate level in a relevant subject, your knowledge spans meteorological processes and instrumentation, key concepts in atmospheric chemistry, computer programming, data analysis and visualisation and methods for assessing waste discharge to air. The ability to apply analytical and numerical models and process data to achieve practical outcomes within these fields is essential. More detailed information on this post is available at http://jobs.sepa.org.uk/ .

Based in East Kilbride or Edinburgh initially, your post will thereafter be located at the Angus Smith building, Maxim 6, Maxim Office Park, Eurocentral, North Lanarkshire, from a date to be specified (mid 2013)

Closing date: 5th July 2013

Radar Products Team Leader

Salary: Starting ?38,335 and for exceptional candidates up to ?44,880 + competitive benefits, including Civil Service Pension

Generic role: Scientific Manager

Profession: Science and Engineering
Permanent. Full time at Met Office, Exeter

Opening date for applications: 25 June 2013
Closing date for applications: 8 July 2013

Background information
Observations are fundamental to almost all the services the Met Office provides - as direct data and products; for initialising Numerical Weather Prediction (NWP) and other models; for verification of forecasts; as the basis for many weather/climate related consultancy services; and for providing fundamental underpinning of the Climate

Research programme.
There is an increasing demand for more observational data and new and innovative ways of meeting the customer requirements for data. There is also an increasing need to exploit and develop the expertise within the Programme to deliver direct business benefit (e.g. consultancy advice or designing and developing observational networks for other organisations).

The UK weather radar network underpins critical operational services provided by stakeholders, e.g. the public flood warning services provided by the Environment Agency of England and Wales, and the new Met Office Extreme Rainfall Alert Service. Increasingly, the data are also being used in NWP to assist in the forecasting of high-impact weather. The Radar Products Research and Development (R&D) Team is responsible for scientific development of radar products (principally rainfall and winds) to improve their quality, resolution and utility.

Specific job purpose
Manage a team of five scientists working on radar projects, including collaborations with the Environment Agency of England and Wales, and Universities.
Specific job responsibilities
? Lead and motivate team members to ensure they maintain and develop the skills and competencies to support the radar R&D Programme.
? Provide scientific direction to Radar product research and development, taking into account customer needs and opportunities.
? Provide expert technical and scientific advice to projects.
? Act as project executive for major development projects, assigning team members to projects and assisting project managers with day-to-day management of workflow and priorities.
? Actively promote the work of the team, (e.g. through publications in scientific literature) support the business programs in development of consultancy and other development opportunities.
? Maintain and develop collaborative partnerships with other government agencies and academic institutions.

? Knowledge of radar meteorology, cloud physics, or hydrology.
? Experience of scientific analysis of observational data.
? Experience of scientific team leadership.

Additional supplementary information
Observations R&D is responsible for the development of a wide range of in-situ and remote sensing systems. There may be opportunities to gain experience on a wide range of systems over time.

If you meet the sift criteria but have applied more than three times for the same or similar job within the last two years, it will be up to the recruiting manager's discretion whether to offer you an interview.

Nationality and residency requirements
All successful applicants offered conditional employment at the Met Office are required to undertake national security vetting. Usually successful applicants can start after satisfactory initial security vetting (whilst full national security vetting is undertaken), but for a small number of posts a higher level of vetting is needed. If you do not have five years' continuous UK residency this may take longer and we may have to reconsider your application if there are delays in the security procedure.
Please note that nationality and residency restrictions of this kind are common with all UK Civil Service departments and Executive Agencies. For further guidance see the UK Border Agency's Working in the UK<http://www.ukba.homeoffice.gov.uk/visas-immigration/working/> website.

Guaranteed Interview Scheme for disabled applicants
To widen the pool of candidates we guarantee an interview to disabled applicants who meet the published minimum criteria for the job.
To qualify for a guaranteed interview, you do not have to be registered as a disabled person but you must have a disability or long-term health condition that puts you at a substantial disadvantage in either obtaining or keeping employment. The disability must be likely to last for at least 12 months.
To apply for a guaranteed interview, please complete the appropriate section of the application form. When appropriate, you should provide details of any particular arrangements you will require for the interview, e.g. car parking, speech facilitator.
Any false declaration of disability to obtain an interview may invalidate any resultant contract of employment.

Priority status for staff in the Civil Service Surplus Talent Pool
If you are an existing Civil Servant and have applied through the CS Vacs website, your application will be given priority status, in that your application will be assessed for suitability before other applications are entertained. Surplus staff should provide a letter from their HR department confirming this status and attach it to their application form.

Civil Service Recruitment Principles
The Met Office's recruitment processes are underpinned by the principle of selection for appointment on merit on the basis of fair and open competition as outlined in the Civil Service Commission Recruitment Principles<http://civilservicecommission.independent.gov.uk/civil-service-recruitment/>. If you feel your application has not been treated in accordance with the Principles and you wish to make a complaint, you should contact the HREnquiries@metoffice.gov.uk<mailto:HREnquiries@metoffice.gov.uk> mailbox or telephone 01392 885000 in the first instance. If you are not satisfied with the response you receive from the Met Office, contact the Office of the Civil Service Commissioners.

Commitment to diversity
The Met Office values diversity and recruits on merit.

Benefits and facilities
Employees can join the Civil Service Pension Scheme called 'Nuvos', a defined benefit scheme which both you and the Met Office contribute to. You also have the option to join a partnership scheme where the employer can contribute and you can contribute if you wish. For more details please see the Civil Service Pensions website<http://www.civilservice.gov.uk/pensions> .
