Situation in organisation:
Reports to the Research Manager who in turn reports to the Vice President Trading

Job Dimensions:
The Research team aims at providing better understanding of the markets in terms of fundamentals, finding ways to model their dynamics and dealing with complex issues requiring a quantitative approach (pricing and hedging of complex products).
In a context of great autonomy, the team contributes to the interpretation, advice and support to all TGP trading desks (which have a combined trading gross margin) and helps them make and/or define trading strategies.

Activities:


? Develop a detailed understanding of national forecasting models such as the GFS or the EC in order to provide any necessary statistical adjustments to feed an exhaustive gas and power supply-demand model in North West Europe.
? Retrieve, select and exploit the relevant raw data to construct a proprietary model using grid data produced by national forecasting entities.
? Develop a 15 day forecast focused on areas have the most impact on trading such as demand centres or wind farms installations.
? Provide insights regarding the bias contained within each national model in order to provide any correction that would eventually be beneficial for the supply-demand forecasts.
? Predict long term forecasts in order to simulate the global supply-demand balance with a particular focus on Asia.
? Evaluate and quantify the risks on the energy demand and production of arbitrary weather events or low probability scenarios to anticipate any brutal change in the supply-demand balance.
? Provide market reports to traders & management, as well as to Paris headquarters and market participants; create and update presentations on market-related topics
? Understand what are the driving forces on the energy markets and play the role of market expert on the trading floor; Ability to produce trading recommendations and price forecasts
? Work closely with Quantitative Analysts within Research team to design models including supply-demand equilibrium models

Context and environment:
Total Gas & Power is commercialising the non-committed gas, power, coal production of the upstream affiliates, supplies the gas and power marketing affiliates, and takes speculative positions on the gas, power and coal markets, both in Europe and the Unites states. The European and US activities generate a notional turnover of roughly 10 billion euros.
The Research team comprises on the one hand by market analysts who provide fundamental analysis on the supply-demand balance and on the other hand by quantitative analysts developing statistical and probabilistic methods.

Accountabilities:
Provide professional meteorological analysis of weather data from sources including MDA or WSI to the Research team to enable them to assist traders with economical analysis and mathematic modelling.

Applications are invited for the post of Research Coordinator for the
African Climate and Development Initiative (ACDI). The ACDI is a
strategic initiative at UCT that coordinates and enhances research and
teaching on climate and climate change across departments and
faculties. The Research Coordinator will support the Director and the
wider ACDI community at UCT in the development of research proposals,
coordination of research related activities and management of research
projects. This is a full-time three-year contractposition.

Requirements:

Minimum qualifications:

?A Master?s degree in a relevant subject related to climate change

Advantageous qualifications:

?A PhD in a relevant subject

?Administration qualification

Minimum Experience:

?With Master?s Degree - at least three years in a research and/or fund
raising environment.

?With PhD - at least one year in a research and/or fund raising environment.

Advantageous Experience:

?Project proposal development and writing

?Research project coordination

?Fund raising (national and/or international)

?Experience with the UCT academic environment

?Experience with UCT administrative/financial systems

Responsibilities:

?To support the Director of ACDI in research proposal development on
behalf of ACDI and the UCT climate change research community

?To support the Director of ACDI and the Department of Alumni &
Development in proposal development to philanthropic donors and foundations

?To support and manage ACDI-led research activities such as workshops,
conferences, seminars, background research and policy briefings

?Manage the administrative (financial, reporting, logistics) of ACDI-led
research projects

The annual remuneration package, including benefits, is between R255 044
and R300 021.

Background information
Observations are fundamental to almost all of the services that the Met Office provides - as direct data and products; for initialising Numerical Weather Prediction (NWP) and other models; for verification of forecasts; as the basis for many weather and climate-related consultancy services; and for providing evidence of climate change.
The Met Office operates a broad range of observing technologies, many of which deploy remote sensing techniques or depend on data communication methods that require reliable access to key radio spectrum frequencies. Performance can be affected by a number of factors such as physical obstruction from buildings and wind farms and radio spectrum interference. Examples of some of the relevant technologies include weather radar, radiosondes, windprofilers and satellite-based remote sensing.
The Spectrum and Safeguarding Manager will work as a senior member of the Observations Programme Management Team to plan, manage and undertake engagement across a broad range of organisations both nationally and internationally. The post holder will be required to establish the policy direction for Met Office spectrum and safeguarding activities and represent the Met Office externally in high level meetings with Government departments/organisations, international committees and other external forums, consulting with and supporting members of the senior Met Office Executive as required.

This post holder will work at the heart of the Observations Programme, with support from observation system experts and in close consultation with other teams across the organisation, including for example Property Management (the authority on planning related matters), Weather Science, Public Weather Service (PWS) and Government Services. Safeguarding activities in particular are underpinned by a number of teams and the post-holder will provide leadership to a virtual team established across the Observations Programme and Property Management.
The post provides an excellent opportunity to gain a good understanding of the Observations Programme including current and future observing technologies and participate in the development of the Observing Strategy which must consider issues such as future spectrum access. It also offers an opportunity to develop an understanding of the workings of UK Government and the international meteorological and radio spectrum communities.

The jobholder needs to be able to develop a good understanding of our dependence on radio spectrum and the national and international frameworks that govern it, and be able to strategically manage complex risks and opportunities. This role also requires the ability to effectively communicate with a wide network of internal experts across the Met Office across various levels of seniority and technical knowledge.
Specific job purpose
To proactively manage, develop and exploit our relationship with national and international organisations engaged in radio spectrum and safeguarding matters (including Ofcom, World Meteorological Organisation (WMO), etc.) to enable optimum delivery of current and future Met Office observing capabilities.
Specific job responsibilities
? Devise, lead and implement Met Office strategy relating to radio spectrum and safeguarding, informing the relevant aspects of the Observations Strategy and Corporate Plan, with the aim of securing influence over UK and international policy decisions to ensure maximum benefit to the Met Office, UK and the international meteorological community.
? Represent the Met Office externally at both national and international levels in order to build relationships, influence policy and provide expert advice in matters of radio spectrum access, e.g. Ofcom, Department for Business Innovation and Skills (BIS) partners, Department for Culture, Media and Sport (DCMS), EUMETNET, WMO, and radio site safeguarding, e.g. Ministry of Defence (MOD), Department for Communities and Local Government (DCLG), Department of Energy and Climate Change (DECC), RenewableUK.
? Develop and maintain expert knowledge of radio spectrum policy and technical requirements and an understanding of planning policy and processes (particularly with regards to wind farms) to identify possible threats or opportunities relating to areas of Met Office interests and develop evidence to demonstrate to external parties the impacts of loss of data to the Met Office and its customers, as may arise as a result of such external influences.
? Develop and regularly review policy and procedures in relation to coordination for Met Office use of spectrum, interference resolution, maintenance of records and engagement in safeguarding activities/meetings, so as to ensure consistency of approach across the Met Office and with external bodies.
? Manage planning and reporting of activity-related performance and finance matters to ensure efficient delivery of the programme objectives for the following areas: operational spectrum and safeguarding expenses; direct corporate spectrum access costs; and safeguarding mitigation exercises as required.
Qualifications, skills and abilities required
Essential
? Demonstrate a good working knowledge of: meteorological observing systems, the data obtained from them and how they contribute to the activities of the Met Office; and/or, radio spectrum/safeguarding issues, including the effects of interference on data measurement and transmission.
? A proven ability to develop effective and convincing strategies to minimise risk to an organisation's key business.
? Have excellent interpersonal skills with the ability to develop good working relationships and gain the trust of people up to Executive level both within the Met Office and externally.
? Proven ability to negotiate with and influence others from a wide variety of backgrounds, including senior Executives, key stakeholders and external decision makers.
? Effective oral and written communication skills, with the ability to communicate complex information to non-experts in a clear and concise manner.
? Have an organised approach to work and a proven ability to deliver successful outcomes to challenging deadlines.
? The ability to work under broad direction, setting own objectives, milestones and success factors, and judge relative priorities, knowing when to escalate matters to more senior decision makers.
Desirable
? A good understanding of the strategic aims and objectives of the Met Office.
? Experience or a good working knowledge of the Met Office's meteorological activities and how these are underpinned by radio spectrum management activities.
? Experience of having worked with other Government Departments and national and/or international radio spectrum management organisations.
? A broad understanding of the national local planning authority process.

potential of simple statistical models to calibrate climate
predictions on seasonal to decadal timescales. The project is a
collaboration between a world-class team of statisticians and climate
scientists at Columbia University (New York) and the University of
Exeter, and affords a rare opportunity to develop a research career at
the interface between the statistical and climate sciences. The post
is based in Exeter Climate Systems, a centre of over 50 academic staff
and researchers in the University of Exeter's Mathematics Institute,
with strong connections to the UK Met Office.

This full-time post is available from 1 November 2013 for 12 months.
