Climate Change modeler (International or National Expert) ? The Kingdom
of Cambodia

The Kingdom of Cambodia has received a grant from Nordic Development
Fund (NDF) towards the financing of the climate change component of the
Rural Roads Improvement Project. Part of the grant will be applied for
eligible payments under the contract for consulting services.

The main transport Project specifically aims to rehabilitate and pave
505.4 kilometers of rural roads of 5?6 meters in width to improve rural
connectivity to pave national and provincial road network. The total
loan amount is $65.4 million, out of which ADB Sustainable Transport
finances $35 million, with co-financing from Korea Export-Import Bank
(KEXIM) for civil works in the amount of $19.35 million in addition to
government co-financing. The proposed budget for the adaptation
component of this project is a EUR 4 million (~USD $5.4 million) grant
from Nordic Development Fund (NDF).

The Project has 4 major components:

(i) civil works component;

(ii) road asset management component, dealing with asset
management capabilities of the Ministry of Rural Development (MRD);

(iii) road safety and safeguards component;

(iv) Climate change adaptation.

The climate change adaptation component of this Project will seek to
strengthen the overall objective of the Project to improve rural road
mobility. It will do so by:

? Protecting the road infrastructure from the impacts of climate change and,

? Ensuring that the road infrastructure does not increase the
vulnerability of the surrounding area to climate change.

The adaptation activities fall under two outcomes: Outcome 1: Improved
planning for rural road infrastructure development by MRD to accommodate
climate changes and, Outcome 2: Increased resilience of road
infrastructure to climate changes.

We are seeking consulting services for 6 month for climate change
adaptation component of this project:

Climate Change Modeler

(i) Objective/Purpose of the Assignment: To assess and address climate
change downscaling gaps for Cambodia and provide an assessment of future
climate change in Cambodia as input into vulnerability mapping.

(ii) Scope of the Work: The specialist will co-lead in the development
of the vulnerability maps (activity 1.1) as well as contribute to others
as needed (1.3, 2.2)

(iii) Detailed tasks:

1. Analysis of the currents needs and gaps, particularly in coordination
with the Ministry of Environment and work undertaken through the United
Nations Framework Convention on Climate Change National Communications.

2. GCM analysis and selection

3. Conduct regional climate modeling /Statistical downscaling

4. Undertake climate-hydrological model coupling, together with impacts
and hydrology specialist

5. Analyze and present the results in visual formats with assistance
from the Geographic Information System (GIS) Specialist.

(iv) Final Output: Report detailing the results of assessment, including
input into impact models for further assessment.

(v) Skills Required: The international specialist should have at least 5
years experience running global circulation models and applying
downscaling techniques, particularly dynamical downscaling. Experience
working in a developing country context and in Cambodia in particular
will be necessary, with a minimum Masters degree in the related field.
The national specialist should have a minimum bachelor degree in
environment engineering and national experience of 5 years in the
related field.

Stipend depends on level of expertise.

The deadline for application is the 23rd of October 2011.

Postdoctoral position: Greenhouse Gas Fluxes at the Soil Surface
UBC Okanagan located in Kelowna, British Columbia, Canada has support
for a
postdoctoral position to start immediately. The project will examine the
long
-term greenhouse gas fluxes (carbon dioxide, methane, nitrous oxide)
from three
ongoing research trials of perennial woody crops (grape, raspberry,
apple)
in response to varying irrigation and fertilization practices. The field
sites
are located in Summerland British Columbia, and in the Fraser Valley
near
Abbotsford, British Columbia, at Agriculture and Agri-Food Canada field
stations. This research is a collaboration involving researchers at UBC
Okanagan (Craig Nichol, Melanie Jones, Louise Nelson), Landcare in New
Zealand
(Peter Millard, David Whitehead, John Hunt), and at Agriculture and
Agri-Food
Canada (Denise Neilsen, Tom Forge). Experience measuring the fluxes of
soil
gases is required and direct experience in the field and laboratory
measurement
of nitrous oxide fluxes is preferred. Additional preferred skills
include:
experience with a variety of soils instrumentation (eg: soil matric
suction
sensors, TDR, tensiometers); laboratory measurement of gases using gas
chromatography; datalogger systems (eg: Campbell Scientific); and
computer
programming (Matlab, Labview). A valid, standard vehicle drivers license
is
required for the job, and the candidate must be able to do regular trips
to
the field sites.

The position is currently funded for 15 months by the Agricultural
Greenhouse
Gases Program administered by Agriculture and Agri-Food Canada, but may
be
extended longer.

model development and regional climate modeling, including diagnosis of
coupled model simulations, is desirable, as is experience in handling
large data sets ? e.g., remote sensing, gridded in situ observations,
and multivariate spatial model output. Proficiency in the C programming
language and Unix experience is essential, as are strong written and
oral communications skills in English. A Ph.D. in hydrology or a
closely related field is required. Salary DOE. Email vitae and a short
statement of relevant experience to Professor Dennis P. Lettenmaier,
